The development of bioenergy in Russia was the main topic of the State Council which took place in Moscow in the Russian government.

Viktor Zubkov, the deputy Prime-minister, told that «the development of the Russian bioenergy is the strategic goal of the Russian government. The most promising field is the solid biofuel sector, it means the utilization of wood waste and low-grade wood.
It is the most available and long-term fuel for cities, towns and villages. The European Union produces in average 6% of heat and electricity on the base of biofuels, Russia uses biofuels in less than 1% of its heat and electricity production. This situation should be changed.
Moreover there is a huge amount of unused biomass in Russia.
The Russian pellet producers receive the state support since this year. 16 pellet plants are among the priority investment projects in Russia. There are good examples of using biofuels in regions as Archangelsk and Vologda regions. I recommend other regional authorities to use the Vologda and Archangelsk experience in this field».
